"The film discusses the planned development of Thompson, Manitoba in the 1960's and compares this to the earlier establishment of Timmins, Ontario. Extensive footage of Thompson shows the results of the planning work done by the Metropolitan Planning Commission of Winnipeg. Most homes in Thompson are privately owned and were built with assistance provided under the National Housing Act, administered by the Central Mortgage and Housing Corporation."
