"Ontario is a province of rapid population growth. This film outlines how Ontario meets its planning needs. Planning is necessary to permit development at the proper time and in the proper place. It will enable the community to avoid problems of transportation, sewage disposal, urban sprawl and financial pressure. The Ontario Ministry of Housing's Community Planning Wing guides the development of a community. Its planning board undertakes a study of the area, and of the needs of the people, and then draws up an initial plan. This plan is recommended to the Council of the Municipality. If approved, it is forwarded again to the Ministry of Housing. If the residents of this community oppose the plan, they can demand that the Ministry refer it to the Ontario Municipal Board for a hearing. The Ministry provides technical advice and financial assistance for planning. Research teams examine trends in techniques and legislation in order to understand the planning of Ontario as a whole. The creation of new communities, such as North Pickering near Toronto, is the latest challenge for the Ministry. A new town can only be created through private enterprise and industry, so the government can stimulate or control the commercial climate in order to control growth of a town."
