"The full title card reads: 'The Farewell Message of Lord Rowallan, Chief Scout of the British Commonwealth and Empire at the conclusion of a 14,000 mile tour of Canada.' Lord Rowallan, wearing a kilt, and standing beside a flag, makes a short speech, praising Canada and encouraging young Cubs and Scouts to 'prepare to build their country'.
